            What to Learn

Germany’s unification process provides valuable lessons that South Korea can adapt to its efforts toward
reconciliation with North Korea. One key insight is the importance of dialogue and gradual trust-building.
Willy Brandt’s Ostpolitik emphasized the value of consistent engagement, even between ideologically
opposed states. By prioritizing small agreements, such as trade deals and cultural exchanges, Brandt
created a foundation for larger cooperation. Similarly, South Korea could pursue incremental agreements
with North Korea to foster mutual understanding and gradually build the trust necessary for broader
negotiations. Over time, these steps could pave the way for meaningful inter-Korean reconciliation. Another
lesson lies in humanizing the divide. Brandt’s policies enabled East and West Germans to reconnect
through travel, communication, and cultural exchanges. These interactions reduced distrust and fostered
a shared sense of identity, helping to bridge the ideological chasm. South Korea could adopt similar
measures by expanding programs like family reunions, cultural collaborations, and educational exchanges.
Such efforts would allow citizens on both sides of the border to see each other as compatriots rather than
adversaries, laying the groundwork for stronger societal ties. Symbolic gestures also played a pivotal role
in Germany’s unification. Willy Brandt’s act of kneeling in Warsaw, acknowledging Germany’s historical
wrongs, resonated deeply with people and garnered international support. South Korean leaders could
similarly adopt symbolic actions to address historical grievances related to the Korean War or other
conflicts. These gestures could foster goodwill among North Koreans and the international community,
demonstrating a commitment to reconciliation and mutual respect.
