                    Likewise, the Juvenile Act was enacted with the good purpose of ensuring the healthy growth of a boy by

                    providing protective measures for the adjustment of his environment and correction of his or her behavior for
                    antisocial boys.


                    However, Juvenile deliquents are abusing the Juvenile Law in recognition of the low level of punishment.

                    When the Juvenile Law was first enacted in 1958, it was accepted by most people to contribute to the sound
                    development of children and adolescents, but now public opinion is growing against it.


                    Collective crimes that lay adult crimes

                    on teenagers and devise small sentences
                    continue, and the number of cases of
                    teenagers committing the top four violent
                    crimes of murder, robbery, theft, and violence

                    has increased overwhelmingly compared to
                    the time of the enactment of the Juvenile Law.


                    According to data conducted by the National

                    Assembly's Public Administration and Security Committee, more than 15,000 teenagers have been punished
                    over five years after committing serious crimes such as rape (11,958), arson (1,043), and murder (116). In a more
                    recent survey, the number of teenagers committing the four major violent crimes alone exceeded 20,000 over the
                    past four years, which is a figure that can never be overlooked due to its increasing severity. Even the proportion

                    of violent crimes among boys who receive only protective measures without punishment has been steadily
                    increasing from 12% in 2012 to 15% in 2016.


                    The Juvenile Law was created to protect young people, but as more and more teenagers abuse it, public opinion is

                    increasing to abolish the Juvenile Law.
