‘Chokbeop Boy’ are criminal minors between the ages of 10 and
14 who commit criminal offenses, and even if they violate the
criminal law, they are not subject to criminal punishment and
are sent to juvenile detention centers or placed under probation.
There are two main points of view for those who are in favor of
the ‘Chokbeop boy’ system.
The first is that adolescents are still immature. Even if teenagers
live their lives independently, they will lack experience in
the world and have poor judgment. The second is the risk of
recidivism. This is because if teenagers are branded as ex-
convicts, they may be more likely to commit another crime.
Nevertheless, the discussion of ‘Chokbeop boy’ is still
significant. The reason is that there are negative aspects such as
committing crimes by exploiting the fact that he is a ‘Chockbeop
boy’, or the age of crime is getting lower. To improve this, it is
expected that the overall sense of responsibility and education
in society, including lowering the age standard for ‘Chockbeop
boy’ and improving the educational environment, will be
important.
