Rutter said there was no "fast accession process" even before entering the talks to discuss the issue. Eventually,
after the meeting, the EU Commission said that accession requires formal procedures. In order to join the EU,
Ukraine must go through complicated procedures. France emphasized the idea of a "political community,"
pointing out that Ukraine's accession in the EU will not take place in reality within 15 to 20 years.

French Foreign Minister Clement Vonn said in a radio interview on May 22nd, “It is a lie to say that Ukraine
is going to join the EU in six months or one to two years. It will probably take 15 to 20 years.” The Minister
renewed French President Emmanuel Macron's proposal to "create a loose form of European political

community to help Ukraine quickly integrate with the EU." The political community is a kind of gateway-like
concept that goes through before joining the EU. However, Ukrainian President Volodymyr Zelensky said on
the previous day, "There is no need for an alternative but to join the EU." On this, Minister Vonn persuaded,
"The political community is not an alternative to joining the EU, nor is it preventing future membership of the
EU."
